My Lord,
I have the honour to request Your Lordship's attention to the large Military Reserves which are maintained near the villages of Stanley and Sai Wan in this Island. They have, it appears to me, a perfectly satisfactory arrangement & I have accordingly drafted U104/10 as appended.
Government House, Hong Kong 20th January 1975.
The Right Honorable The Earl of Carnarvon, Her Majesty's Principal Secretary of State for Colonial Affairs.
